Converting a garage into habitable space: the building regs and planning triggers people miss

A garage conversion is often assumed to be a straightforward internal job. In practice it usually triggers Building Regulations for the first time, and sometimes planning permission too, depending on what's being created.

A garage conversion gets sold, informally, as one of the cheapest ways to add a room — the shell is already there, after all. What's usually missing from that framing is that the shell was never built to habitable-room standards, and bringing it up to those standards is most of the actual job.

Why a garage 'isn't built to house standards', structurally and thermally

A garage floor slab typically has no damp-proof membrane to the standard a habitable room needs, external walls are usually uninsulated single-leaf or unfilled cavity construction, and the structure often has no increase in foundation depth for the extra loads a habitable conversion can bring. All of this needs addressing under Building Regulations even where no planning permission is required at all.

Building Regulations apply regardless of whether planning does

Converting a garage to habitable use is generally treated as a material change of use under the Building Regulations, needing Building Control approval covering structure, thermal performance, ventilation, fire safety — particularly if the garage was previously a fire-separating element between garage and dwelling — damp-proofing, and often electrical safety. This applies even in situations where the external appearance doesn't change enough to need planning permission at all.

When planning permission is also needed

A straightforward internal conversion with no external changes may not need planning permission. Replacing the garage door with a wall and window, adding rooflights, or making any change to the external appearance can trigger the need for an application — particularly in a conservation area, where garage doors and openings are sometimes specifically protected as part of the streetscene.

Fire separation, if the garage is integral to the house

An integral garage — built into or attached to the house, often with living space above or alongside — usually has fire-resisting construction between garage and house specifically because a garage is treated as a higher fire risk space: fuel, chemicals, hot exhausts. Converting it to habitable use changes that risk calculus entirely, and Building Control will expect the fire strategy reconsidered from first principles, not simply carried over unchanged from the original design.

Ventilation and damp, given the original floor and wall build-up

A slab-on-grade garage floor with no membrane, converted to a heated, occupied room, is a common source of post-conversion damp if the floor build-up isn't properly addressed — usually meaning breaking out and relaying rather than simply carpeting over the existing slab. Ventilation requirements for a habitable room also differ substantially from a garage's original, often minimal, ventilation provision.

What this means for cost versus the 'simple conversion' assumption

A garage conversion priced as light joinery and plastering, without pricing the floor build-up, insulation, damp-proofing and fire separation work, is priced against the wrong scope entirely. The gap between those two prices is usually the single biggest surprise on this kind of project — not because anyone was dishonest, but because the quote was for a different job to the one that actually needs doing.
